The Centre and the Wakf Board on Thursday submitted before the Delhi High Court that the ceremony by Jama Masjid Shahi Imam anointing his son as his deputy and successor has no legal sanctity.
The inquiry by will not deal with the allegations of sexual harassment against the CJI.
The apex court also prohibited other states from issuing a notification against the exhibition of the movie.
"Every criminal investigation is based on allegations and we have to see whether there is some material," the court said.
